Policy Paper: Can no-lose targets contribute to a 2C target?

Anew market-based mechanisms, which help finance emission reductions in developing countries, are on the agenda of international climate negotiatons. In this context, so called “no-lose targets” have been proposed as a possible measure to overcome the dichotomy between developed and developing countries under the Kyoto framework while at the same time safeguarding developing countries from emission targets which may slow down economic development.
